China Mobile and China Unicom have started offering caller-paid mobile communications services in Guangdong and Beijing, making free incoming calls possible in preferential one-way billing schemes. According to a National Development and Reform Commission official, the Chinese government is planning to push nationwide one-way billing by approving new tariff plans only if operators offer free incoming calls. Implementation schedule for such a nationwide policy is yet undecided though.
